巻頭言
2019年よりスタートしたRIEC Newswebの2021年秋号ニュースセレクションをお届けします。本号では、2021年4月から9月までのトピックを厳選しました。本年度より開始された研究プロジェクトの紹介に加えて、国際会議レポート、情報ストレージに関する豆知識等を掲載しています。コンテンツはRIEC News編集委員会で慎重にピックアップしたものですが、ご希望やご意見がございましたら、編集委員会(riec-newsweb@grp.tohoku.ac.jp)までお寄せいただけると幸いです。
さて、COVID-19の影響が長引く中、電気通信研究所では2021年度も引き続き、通研公開やオープンキャンパスをはじめとする各種イベントをオンラインで開催しています。東日本大震災から10年が経った今、ポストコロナに向けて、情報通信インフラのレジリエンスに再び脚光が集まっています。RIEC Newswebも、その前身であるRIEC Newsが中沢所長（当時）の発案で2011年3月に創刊されてから、今年で10周年を迎えました。創刊号の発行直後に東日本大震災が発生し、RIEC News第2号（2011年7月発行）では当初の企画を変更し、いち早く「震災からの創造的復興に向けて」を特集しました。今読み返してみますと、震災直後の被害状況、経験と教訓、そして復興に向けた強いメッセージの込められた貴重な資料となっています。今号で上原名誉教授からご寄稿頂いた「退職に際して」にも、震災当時の緊迫した状況が詳しく描写されています。震災から10年の節目に是非ご一読頂けたらと思います。

The 2021 autumn edition of RIEC News Selection, which started in 2019, is now issued. This issue covers selected topics from April to September 2021, including new projects, highlight of international conference, and bits of knowledge on information storage. The topics were carefully selected by the RIEC Newsweb editorial board. We welcome any comments and requests from you (riec-newsweb@grp.tohoku.ac.jp).
The COVID-19 pandemic is still ongoing, and our institute is obliged to organize social events online this year such as RIEC Open House and Open Campus. This year also marks the 10th memorial year since the Great East Japan Earthquake. We notice that the importance of resilience in information and communication infrastructure, originally recognized on the occasion of the disaster, is ever increasing toward the post COVID-19 society. RIEC Newsweb also marks the 10th anniversary since RIEC News, predecessor of Newsweb, was launched in March 2011 initiated by Prof. Masataka Nakazawa, Director of RIEC at that time. The Great Earthquake occurred right after the first issue. The cover story of the second issue (July 2011) was “Toward innovative recovery from the disaster.” If you read this back today, you will find it a valuable resource to remind us of the damage, lessons learned from the experience, and a strong sense of mission toward recovery. Prof. Yoichi Uehara, who has just retired this March, also describes his experience of the disaster vividly in his message in the present issue. I’d suggest you take a look at these articles at this opportunity and commemorate the disaster.
