巻頭言
これまで年3回、印刷物として発行してまいりましたRIEC Newsですが、紙媒体からWEB上での電子版RIEC NEWSLETTERとして生まれ変わりました。
RIEC NEWSLETTERは、春（4月）と秋（10月）の年2回、このWEBページ上で発行され、その半年間での電気通信研究所における重要な話題を1ページにまとめてお知らせします。これにより、電気通信研究所での話題を、より多くの皆様によりタイムリーにお届けできるようになりました。また、これまで年1回発行されていましたRIEC Newsの英語版もこのRIEC NEWSLETTERへと統合され、日本語と英語の両方で同じ内容が見られるようになりました。
コンテンツはRIEC News編集委員会で慎重にピックアップしたものですが、ご希望やご意見がございましたら、お寄せいただけると幸いです。

Foreword
The RIEC News, which has been published 3 times a year as a print medium, now makes a fresh restart as RIEC NEWSLETTER on the web.
The RIEC NEWSLETTER is an electronic magazine of the issuance twice a year (April and October). Each issue summarizes important topics of RIEC for half a year. By issuing RIEC NEWSLETTER on the RIEC WEB page, wider range of people can access latest information than the old paper medium. In addition, the English version of RIEC News was unified into this RIEC NEWSLETTER, so that the same contents are available in Japanese and English.
The contents of the RIEC NEWSLETTER were carefully chosen by the RIEC News editorial board. If you have any comment and request, we would be very happy to hear it.
